[Bug 2078464] [NEW] Erroneous 'restart required' messages during distro-upgrade

You have been subscribed to a public bug by Dan Bungert (dbungert):

This isn't specific to any version, but has been around forever: While doing a release-upgrade, intermediate steps let pop up the 'Newstart is required' notification. While it is NOT, and actually the user had been warned before, to not shut down the system.
How would he know, if he didn't have experience?
Solution is obvious: Disable any 'restart is required' while the `do-release-upgrade` is running.

** Affects: update-notifier (Ubuntu)
     Importance: Medium
         Status: Triaged
