interested in discussing it anymore. But if you are then please upgrade
to the latest Ubuntu version and re-test. If you then find the bug is

Bug description:
Users who use the dropbear remote unlock init hook to remotely unlock
a cryptroot setup should have their udev network interface rules
persisted in the initramfs. That is, when a system has the dropbear
hook enabled and it has a cryptroot setup then "NEED_PERSISTENT_NET"
should be set to "yes" to ensure that network interfaces are not
renamed unexpectedly.
If this does not make sense to do by default then I would like to
suggest that /usr/share/doc/cryptsetup/README.remote.gz is changed to
inform users of NEED_PERSISTENT_NET.
