I think you will find the bug is fixed. Since I had the first issue I have upgraded two Kubuntu machines to 24.04 and two Ubuntu servers with KDE Plasma Desktops.
- The first Kubuntu machine initially had boot issues. I did an internet search (I had never had to fix a failed boot before), got to the command line in recovery mode, cleaned up the errors and the update completed.
- For the first server I deleted heaps of stuff I didn't need to, got through the update, then spend ages restoring the functionality I had needlessly removed.
- For the second server update I just removed kubuntu-settings-desktop, ran the update without significant issues, then reinstalled kubuntu-settings-desktop.
-I upgraded the last Kubuntu machine a couple of weeks later. I had noticed, when running updates on the (newly upgraded) 24.04 machines, that new versions of the upgrading programmes had been released. So I took a punt and just ran the 24.04 upgrade without any precautions. It ran flawlessly, the bug appeared to be fixed.

So yes Ubuntu's communication has been very poor. Yes, this LTS upgrade
has been a train wreck. Yes, Ubuntu and KDE have a strained relationship
these days. But there is no need to panic or get angry. It is a
technical problem, emotion is always counterproductive.
