Hello,

Could you provide the command line you use to build the image and the
configuration file?

ubuntu-image (and under the hood the snapd lib) is not AFAIK resolving dependencies between snaps. So if you list a snap to be installed, you need to make sure other needed snaps are listed too.

Title:
ubuntu-image fails with --snap snap that has a consumer plug no
  default-provider

Status in Ubuntu Image:
  Incomplete

Bug description:
Error: Error preparing image: prerequisites need to be added
explicitly: cannot use snap "gwenview": default provider "ffmpeg-2204"
or any alternative provider for content "ffmpeg-2204" is missing

  And cups

Error: Error preparing image: prerequisites need to be added
explicitly: cannot use snap "kwrite": default provider "cups" or any
alternative provider for content "foo" is missing

Removing these from the snap breaks things for non core users.
