  [3.0][feature request]support packages in ppa in ubuntu-seeds

Status in Ubuntu Image:
  Confirmed

Bug description:
  When packages in PPA listed in ubuntu-seeds, ubuntu-image will not install the packages into generated image.
   
  This is because when ubuntu-image calls germinate to list all required packages, ubuntu-image does not pass the link of the 'extra-ppa' to germinate. Only 'imageDefinition.Rootfs.Mirror' is passed to germinate. So germinate ignores packages in ppa.

  
  This feature request hopes that ubuntu-image can pass the ppa information to germinate. So we can use the packages in the PPA in ubuntu-seed.

  Also, since version 2.45 of germinate, it supports private ppa.

  Because our project uses private ppa, I also hope that the snap
  package of ubuntu-image can use this version or higher to support
  private ppa.
