[Bug 2084130] [NEW] Changes window is blank when not connected to the Internet

Public bug reported:

In 24.10, if no connection to the Internet is available, clicking on a
package in update-manager's list keeps the changes window blank.

Previously it said

> No network connection detected, you can not download changelog
information.

I do not know when the regression occurred.
