I tried to reproduce with the first command (before adding the "full"
list of snaps) and it built fine.
I tried with ubuntu-image from latest/main and from latest/edge.
What version of ubuntu-image do you use?

Bug description:
Error: Error preparing image: prerequisites need to be added
explicitly: cannot use snap "gwenview": default provider "ffmpeg-2204"
or any alternative provider for content "ffmpeg-2204" is missing
And cups
Error: Error preparing image: prerequisites need to be added
explicitly: cannot use snap "kwrite": default provider "cups" or any
alternative provider for content "foo" is missing
Removing these from the snap breaks things for non core users.
