[Bug 2084913] [NEW] upgrade to 22.04.5 fails, "unable to calculate upgrade"

Public bug reported:

It appears that a third party piece of software is preventing the
upgrade from working. I went through the log files and could not
identify anything obvious (I don't know what I'm looking for in the
files). I've tried the upgrade a couple of times with the same result.
Is there some way to to identify the cause of the problem more
precisely?
