Public bug reported:

I upgraded from 24.04 to 24.10 using do-release-upgrade. Everything in
/etc/apt/sources.list.d, except for ubuntu.source, was removed. This is
not the usual behavior of commenting out third-party source.list files.

lsb_release -rd
Description: Ubuntu 24.10
Release: 24.10

do-release-upgrade -V
do-release-upgrade: version 24.10.13

I have encountered this issue on both of my servers. Others have also
noticed this problem
