Public bug reported:

Update could not be calculated

An unsolvable problem occurred while calculating the update.

The package "postgresql-12" is marked for removal, but it appears in
the blacklist of files to remove.

To prevent data loss, postgresql packages are not removed automatically
during the upgrade. If you are certain you no longer need postgresql-12,
you can manually remove it and try the upgrade again.

If none of these suggestions are valid, report this bug using the
'ubuntu-bug update-manager' command in a terminal. If you want to
investigate, the log files in "/var/log/dist-upgrade" contain the
upgrade details. Specifically, check main.log and apt.log.
