[Bug 2085551] [NEW] Upgrade fails from 22.04 to 24.10 with no PPAs

Public bug reported:

Installation is to a network machine via do-release-upgrade.
There was a link to a docker apt source, that's been removed and packages from there are purged.
Obsolete packages are purged also, then apt autoremove has been used to clean up any remaining unused pacakages.

The install/upgrade still fails.
