Hi Nick,

I finally found the cause and was able to recitify it and complete the
upgrade. I'd originally installed lubuntu (a supported variant). In short,
lubuntu-desktop and pipewire-audio are both no longer available in the
repositories, but were never marked as obsolete or to be removed. Removing
them allowed the upgrade to proceed.  See the VarLogDistupgradeAptlog.txt
from the report for info on this. As the box is used headless almost all
the time, removing the packages was not a big deal to me.  For other users
Ubuntu may wish to suggest another low-resource desktop option as
an alternative.

Bug description:
  This is an upgrade of an in-use system. Docker was removed and purged
  as it was from a non-ubuntu source (the main docker website).  The do-
  release-upgrade tool says to remove PPA's but none are in use. There's
  no clear direction about the error or which packages may be a problem.
