Thanks for taking the time to file a bug report and improve Ubuntu.
The /usr/lib/x86_64-linux-gnu/libodbccr.so is actually part of the
unixodbc-dev package, so you don't need to create it by hand.
It's not clear from the description whether the code you're referring to
comes from a package or if it's part of a third-party project. If it's
the latter, then it's the user's responsibility to install the necessary
dependencies for the project to run. If it's the former, then this is
probably a bug in the package as it should correctly depend on unixodbc-
dev out of the box.
Could you clarify this, please? Meanwhile, I will mark this bug as
Incomplete. Please feel free to revert its status back to New once you
have provided the requested information.
Thanks.

Title:
Can't open cursor lib '/etc/libodbccr.so' : file not found
Status in unixodbc package in Ubuntu:
Incomplete
Bug description:
unixodbc is used with freetds to connect to mssql databases with PHP.
The following PHP connect string is used:
odbc_connect(DSN, USER, PASSWORD, SQL_CUR_USE_ODBC);
SQL_CUR_USE_ODBC is used to speed up database access. The following
error occurs:
##################
PHP Warning: odbc_connect(): SQL error: [unixODBC][Driver Manager]Can't open cursor lib ‘/etc/libodbccr.so’ : file not found, SQL state 01000 in SQLConnect
Error: >>[unixODBC][Driver Manager]Can't open cursor lib ‘/etc/libodbccr.so’ : file not found<<
##################
unixodbc or libodbc2 may be searching for libodbccr.so in the wrong
place. Perhaps it should be searching for libodbccr.so.2.0.0.
Setting the following symbolic link fixes the problem:
ln -s /usr/lib/x86_64-linux-gnu/libodbccr.so.2.0.0 /usr/lib/x86_64-linux-gnu/libodbccr.so
