This is what ManagedOOMPrefernce=[1] is for. But, I think either (a)
users/admins need to configure their own drop-ins based on their needs,
or (b) individual packages need to ship preferences if there is a strong
enough reason.
I don't think this is something we want to change in systemd itself.
