You have PostgreSQL 12 installed. This version is no longer available
after 20.04 (!) and it must now be removed, however this can incur data
loss so for safety reasons we don't do that, so go take a backup of your
database, remove postgresql-12, upgrade and then restore your backup
into whatever version of postgresql is in 24.04.
