You still have a PostgreSQL 10 database installed from 18.04, that is no
longer installable in 24.04 (it also wasn't shipped post 18.04), so it
needs to be removed.

Due to data loss issues we do not automatically upgrade PostgreSQL to
later versions so you will need to back up your databases, remove the
postgres, upgrade, install a newer postgres and then restore your
database there.
