[Bug 2078761] [NEW] Update Raspberry Pi Firmware

Public bug reported:

Before release of 24.10, please pull the current stable firmware for the
Raspberry Pi 4 and 5 from the Pi Foundation.

The foundation is still making frequent security and stability
improvements in firmware, but Ubuntu falls woefully behind top of tree
for stable. I get that Ubuntu is not a rolling release, but then
seemingly no one remembers to pull latest before Ubuntu releases, as
upstream is separate from normal linux-firmware.
