  Allow later autoconf versions to fix FTBFS

Bug description:
  During a test rebuild for oracular
  (https://people.canonical.com/~ginggs/ftbfs-report/test-
  rebuild-20241209-oracular-oracular.html#ubuntu-server-pkgset), erlang
  failed to build with:

  ERROR: autoconf of version 2.72 found in path! You need to have
  autoconf of version 2.71 in path.

  This issue should be fixed by the version in debian experimental,
  using the new debian/patches/autoconf file. Add it to oracular to fix
  the issue
