Did the disk configuration change on these since the original OS
installation?

It seems like /dev/disk/by-id/nvme-eui.002538d31144766b-part1 should be
pointing to the ESP but doesn't exist. (Unless of course it's a kernel
bug and that file got renamed).

This looks sorta like https://bugs.launchpad.net/ubuntu/+source/shim-
signed/+bug/1940723 to me.

Status in shim-signed package in Ubuntu:

Bug description:
  Multiple Ubuntu 22.04.4 LTS PCs can't update shim-signed.

  They always stop with an Error like "mount: /var/lib/grub/esp: special
  device /dev/disk/by-id/nvme-eui.002538d31144766b-part1 does not exist"

  In detail:
  Setting up shim-signed (1.51.4+15.8-0ubuntu1) ...
  mount: /var/lib/grub/esp: special device /dev/disk/by-id/nvme-eui.002538d31144766b-part1 does not exist.
  dpkg: error processing package shim-signed (--configure):
   installed shim-signed package post-installation script subprocess returned error exit status 32
  Errors were encountered while processing:
   shim-signed
  E: Sub-process /usr/bin/dpkg returned an error code (1)
