[Bug 2080364] [NEW] upgrade from 22.04 to 24.04 fails

Public bug reported:

The error message "Cannot calculate the upgrade" suggests that I remove
all ppas with ppa-purge. Not understanding how to use ppa-purge, I just
uninstalled all packages provided by ppas, and disabled all ppas.
Unfortunately, the error remains.
