[Bug 2080841] [NEW] Upgrading from Jammy to Noble removes ppp and freeradius packages

So.. I upgraded from Jammy to Noble just now, and during the upgrade I noticed the internet was gone.
Saw loglines like this:
Sep 16 12:01:14 gw systemd[1]: pppoe.service: Control process exited, code=exited, status=203/EXEC
Sep 16 12:01:14 gw systemd[1]: pppoe.service: Failed with result 'exit-code'.
Sep 16 12:01:14 gw systemd[1]: Failed to start pppoe.service - PPPoE connection.

But I thought it is just how the upgrade process is, so went on with it.
After the upgrade was done, rebooted, and I noticed still no internet.
dpkg -l | grep ppp showed that the ppp package was completely missing.

_Fortunately_ I was prepared and had an usb stick handy with ALL the
packages AND dependent libs to ppp and pppoe, so I could manually
install them back on with dpkg -i.

The upgrade process also removed the freeradius package which is also
used for all the devices to access the internet through wireless.

part of /var/log/dist-upgrade/screenlog.0:
Remove: freeradius libev4 libevent-2.1-7 libgetdns10 ppp

This is a major issue imho, since If I hadn't got that usb stick with
all the necessary packages I would be writing this now...
