[Bug 2081713] [NEW] passwd fails for local account if using systemd-homed and configuring pam with pam-auth-update

Public bug reported:
Dear All
Problem:
The passwd command fails for a local account added by adduser if using
systemd-homed and local accounts together when using pam-auth-update to
configure pam and selecting systemd-homed support in pam-auth-update.
Workaround:
It seems removing use_authtok from /etc/pam.d/common-password fixes the
issue. removing that line seems not to be the best Idea in my
understanding but works for the Moment.
