[Bug 2081848] [NEW] fix underlinking with recent LLVM 18.1.8 backport

Public bug reported:

An archive test rebuild with a planned LLVM 18.1.8 showed up one
regression, building bpfrace.  The issue however is in bpftrace itself,
and is already fixed in oracular 0.21.0-1ubuntu1

Testing done for that patch: The package builds with the backported
18.1.8 package and passes its tests.
