[Bug 2081882] [NEW] Initial Language selection for Xubuntu 24.04 LTS (2024-04-25) iso is missing

I used an ISO image downloaded from http://ftp.uni-
kl.de/pub/linux/ubuntu-
dvd/xubuntu/releases/22.04/release/xubuntu-22.04.4-desktop-amd64.iso

When I boot from this ISO image and choose to try it out, the initial
questions

* about the target language of the operating system
* the keyboard layout

are missing. This is very awkward for an installation on a computer with
a non US keyboard layout.

By accident I found out that both questions are risen if you start to
install the system and interrupt the installation after these two
questions have been answered. Then the keyboard writes as it is on the
key caps (if you have identified the right one, which is easy by
carefully observing typing results in the test field). Being forced to
start the first steps of the Ubuntu-Installer and terminate it later is
a crutch. Someone who is completely unfamiliar with Ubuntu will never
figure it out.

These two questions about target system's language and keyboard type
should be added again such that they are posed if someone starts the ISO
image and wants to try out the installation first (or start a parallel
workspace for example to keep notes of screenshots taken during a
documentation).
