yizhongzhang would you mind providing the command line you used to run
ubuntu-image? Did you run it as root or with sudo?

Could you also provide build logs?

  Launchpad user yizhongzhang reported seeing this message when running
  ubuntu-image to build a riscv64 image for Noble:
