  Steps to reproduce:

  1. `docker run -it ubuntu:24.04`

  2. `apt-get update -y`

  3. `DEBIAN_FRONTEND=noninteractive apt-get install -y clang-tools`

  4. `scan-build`

  Expected result: Help text is printed

  Actual result:

  Can't locate FindBin.pm in @INC (you may need to install the FindBin module) (@INC entries checked: /etc/perl /usr/local/lib/x86_64-linux-gnu/perl/5.38.2 /usr/local/share/perl/5.38.2 /usr/lib/x86_64-linux-gnu/perl5/5.38 /usr/share/perl5 /usr/lib/x86_64-linux-gnu/perl-base /usr/lib/x86_64-linux-gnu/perl/5.38 /usr/share/perl/5.38 /usr/local/lib/site_perl) at /usr/bin/scan-build line 16.
  BEGIN failed--compilation aborted at /usr/bin/scan-build line 16.

  `sudo apt-get install -y perl` fixes it.
