You can't upgrade to 23.10/Mantic since it's also EoL. You may be able
to upgrade directly to 24.04 if you do something like this:

  upgrade from lunar to mantic

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
  I had this error when running ./mantic from mantic.tar.gz to upgrade from 23.04 Lunar Lobster to 23.10 Mantic Minotaur (and hopefully later I reach 24.04 Noble Numbat LTS).
  The ./mantic program crashed and asked to report a bug so I'm doing this now
