Title:
  Subiquity does not invoke flash-kernel and grub-update

Status in subiquity package in Ubuntu:
  In Progress

Bug description:
  On RISC-V devices using a device-tree we rely on flash-kernel to
  determine the relevant device-tree based on /proc/device-tree/model
  and copy it to /boot. grub-update then adds a devicetree command to
  /boot/grub/grub.cfg.

  This allows booting with a current kernel even if the preinstalled
  U-Boot (on SPI flash) is not able to provide a compatible device-tree.

  Current subiquity 24.10.1 (latest/stable) does not invoke flash-kernel
  and grub-update. Booting with an outdated U-Boot fails.

  Subiquity 25.04+git1.482795dc in channel edge/latest/flash-kernel
  resolves the issue but is not yet released to the latest/stable.
