I am able to reproduce this on a 22.04 ISO that is custom build to
include linux-oem-22.04 kernel
When a new update comes out, the old image will fail to install.

Bug description:
Steps to repro:
1. Connect to the internet and install ubuntu-20.04.2.0-desktop-amd64.iso.
2. In the "Updates and other software" page, select "Normal installation", uncheck "Download updates while..." and "Install third-party...".
3. While the system shows "Installation Complete", remove the LAN cable.
4. Reboot system then login, execute "dpkg --list".
Expected results:
The system did not install any update packages.
Actual results:
The system installed update packages.
Please review the attachment.
While connecting to the internet during installation, the system installed linux-image-5.11.0-27-generic and other update packages.
If we don't connect to the internet during installation, the linux-image is 5.8.0-43.
