[Bug 2106920] [NEW] Can not do "do-release-upgrade -d" due to phased updates

Public bug reported:

I wanted to do a release upgrade from noble to plucky with:

$ do-release-upgrade -d
Checking for a new Ubuntu release
Please install all available updates for your release before upgrading.


But I can't install any other updates because those are phased:

$ sudo apt update           
Hit:1 http://de.archive.ubuntu.com/ubuntu oracular InRelease
Hit:2 http://security.ubuntu.com/ubuntu oracular-security InRelease                                              
Hit:3 http://de.archive.ubuntu.com/ubuntu oracular-updates InRelease

4 packages can be upgraded. Run 'apt list --upgradable' to see them.

Not upgrading yet due to phasing:

Not upgrading:
  libcanberra-pulse

Summary:
  Upgrading: 0, Installing: 0, Removing: 0, Not Upgrading: 4
Notice: Some packages may have been kept back due to phasing.


So the only way would be to disable phased updates to actually do a release upgrade.
That seems to be more complicated than expected so I would assume that I can do a release upgrade if I have all updates  installed except the phased ones.
