When using QEMU with drive 1 being the ISO and drive 2 being blank, the
installer pre-selects the empty drive. I am wondering why this does not
happen for SD-cards.

  I tried to install http://cdimage.ubuntu.com/ubuntu-server/daily-
  live/20250408/plucky-live-server-riscv64.iso on a StarFive VisionFive
  2 board with eMMC. Curtin failed with:

              fd = os.open(path, flags)
                   ^^^^^^^^^^^^^^^^^^^^
          OSError: [Errno 16] Device or resource busy: '/dev/mmcblk1p3'
