After this failure, did the following:

apt -f install
apt upgrade
reboot, system does work

  Install 22.04.5 Desktop with ZFS Encrypted, reboot to target system.
  Apply updates
  do-release-upgrade to noble, no issue to report (did see font glitches gnome-terminal, otherwise fine)
  reboot to noble
  do-release-upgrade to oracular
