I ran into this issue after a BIOS Update and was able to resolve this
issue with the following steps:
- boot into BIOS
- set secure boot to setup mode
- boot into Ubuntu
- run 'mokutil --disable-validation'
- reboot to mokutil
- select 'change state' and 'disable secure boot'
- boot into Ubuntu
- run 'mokutil --enable-validation'
- reboot to mokutil
- select 'change state' and 'enable secure boot'
- boot into Ubuntu
- run 'mokutil --import /var/lib/shim-signed/mok/MOK.der' (it was already imported for my machine)
- boot into BIOS
- set secure boot to user mode
- boot into Ubuntu
now 'mokutil --sb-state' shows 'SecureBoot enabled'

When i try to enable validation using sudo mokutil --enable-validation
and then restart, inside mokmanager i select "Change secure boot
state" -> "enable". Then i receive the bug "Failed to delete secure
boot state".
