I'm sorry, but I do not have VMware at hand.
But I am relatively sure (from all what I could find and read) that this is likely an issue with VMware (or it's configuration) rather than with Ubuntu 25.04 itself.
If you are sure that the ISO image is correct (and wasn't corrupted at
download time, and has the correct hash - btw. the 25.04 release ISO is
out now: https://releases.ubuntu.com/plucky/ubuntu-25.04-live-server-
amd64.iso ) double check if the (virtual) CDROM is properly "connected"
- disconnect and connect it again, and ensure that the path to the ISO
is correct.

Alternatively one may use the Cloud image instead of the ISO for VMware virtual machine image:

Steps to Reproduce:
1. Create a virtual machine x86 system.
2. Attach the Ubuntu Server 25.04 (AMD64) ISO as the installation medium.
3. then boot for installation(start the Lpar)
The system fails to boot and displays:
PXE-E51: No DHCP or proxyDHCP offers were received.
PXE-M0F: Exiting Intel PXE ROM.
Operating System not found.
1. Did this installation work with prior 25.04 builds or other
versions of Ubuntu?
ans: Yes, it has been working with all versions up to 24.10.
2. Is the boot order set to boot to the virtual cdrom or the USB
flashdrive the ISO was written to?
Yes, the boot order is set to boot from the CD-ROM only.
