Bug description:
[Impact]
* protobuf-c is to be promoted into "main" for Focal/Jammy/Kinetic+ (LP: #1956617)
* The MIR review asked to add autopkgtests, which has already been done for Jammy & Kinetic, still missing in Focal
* This doesn't fix any bug, but adds d/tests and d/watch, so we're adding a "block-proposed-focal" tag to keep this SRU staged, to be deployed whenever the next SRU happens.

* Check https://autopkgtest.ubuntu.com/packages/protobuf-c for successful Focal autopkgtests
* Attach the test logs to this bug

* autopkgtests could fail blocking proposed-migration of this package

* protobuf-c is MIR'ed as a dependency of fwupd, to enable the "logitech bulkcontroller" plugin, allowing to update the firmware of certain Logitech Webcams.
