[Bug 2109752] [NEW] Installation fails when trying to install grub2 package

Public bug reported:

I had this system CIS hardened with LUKS disk encryption and the last
step I was working on was the UEFI password.  Everything was working but
I wanted to do a fresh install.  Ever since then fresh installs fail
during grub2 package installation.

I can get past it with a Boot-Repair from live USB enviro.
