Also reproduced on a VM with the 24.04.2 official ISO. This should not
be considered a regression then. Not marking it critical for 24.04.3

Title:
Target VM does not boot after installing with zfs+encryption

Bug description:
I am installing Ubuntu desktop 24.04 on a VM using a daily ISO
(20250729) and refreshing the ubuntu-desktop-bootstrap snap to
revision 413 (c5e4e62ce) to get the fix for bug 2107381.
The installation succeeds but then the system fails to boot afterwards
and drops me into an initramfs prompt.
``` (output is mangled)
Key load error: Failed to open key material file: No such file or directory
Command: mount -o zfsutil -t zfs rpool/ROOT/ubuntu_umzabf /root//
Message: zfs_mount_at() failed: encryption key not loadedzfs_mount_at() failed: encryption key not loadedmount: mounting rpool/ROOT/ubuntu_umzabf on /root// failed: Permission denied
Failed to mount rpool/ROOT/ubuntu_umzabf on /root//.
Manually mount the filesystem and exit
Busybox v1.36.1 (Ubuntu 1:1.36.1-6ubuntu3.1) built-in shell (ash)
Enter 'help' for a list of built-in commands.
(initramfs)
```
$ kvm-test --install --boot --iso /srv/iso/noble-desktop-amd64.iso
--profile desktop --recreate-target
Interestingly, running the same test on an XPS 9320 succeeds.
