  Glitchy keyboard inputs when CPU usage is high

Status in ubuntu-raspi-settings package in Ubuntu:
  New

Bug description:
  While testing the 24.04.3 ubuntu-server-arm64+raspi images, I had a
  hard time doing the vcgencmd test:

  ```
  Check the CPU clock speed using vcgencmd

      Stress the CPU by doing yes > /dev/null &
      Run sudo vcgencmd measure_clock arm after about 5 sec
      Kill the stress process

      The output should be around 1.4GHz 
  ```

  With 100% CPU usage, the keyboard would fail to register inputs (or
  register ghost inputs) quite frequently - I spent 10 minutes just
  entering the vcgencmd as it would skip over inputs, and then repeat a
  particular input a lot of times (including backspaces)

  This was tested on a Raspberry Pi 3B+. It can be an issue with my
  keyboard as well, but this only shows up when the CPU is stressed.
