Title:
  Merge libbpp-phyl from Debian Unstable for questing

Status in libbpp-phyl package in Ubuntu:
  New
Status in lto-disabled-list package in Ubuntu:
  New

Bug description:
  Ubuntu: 2.4.1-9.1ubuntu3
  Debian Unstable: 2.4.1-11

  A new release of libbpp-phyl is available to merge from Debian
  Unstable.

  Merge changelog:
  ```
  libbpp-phyl (2.4.1-11ubuntu1) questing; urgency=medium
    * Merge with Debian; remaining changes:
      - Build without LTO on s390x and arm64 as this causes misbehavior that
        breaks bppsuite.
  libbpp-phyl (2.4.1-11) unstable; urgency=medium
    * Since every GCC version bump ends up in a bug caused by the need to
      update symbols files we stop providing symbols for this library
      Closes: #1075148
    * lintian-override for no-symbols-control-file
    * Standards-Version: 4.7.0 (routine-update)
  libbpp-phyl (2.4.1-10) unstable; urgency=medium
    * Team upload.
    * d/patches/unforce-cxxflags.patch: update to allow combination of
      upstream's and dpkg-buildflags compile flags.
    * d/source/lintian-overrides: silence false-positive from the t64
      transition
    * d/patches/spelling: new patch to fix typos.
