upstream's and dpkg-buildflags compile flags.

Bug description:
Ubuntu (2.4.1-9.1ubuntu3) is currently carrying a diff in d/rules to run an LTO-disabled build for s390x and arm64. But after updating `lto-disabled-list` with this package (https://launchpad.net/ubuntu/+source/lto-disabled-list/65), we no longer need to carry the diff

In this case, we should sync libbpp-phyl rather than merge with the
latest Debian version (2.4.1-11)
