Ubuntu 23.10 (mantic) reached end-of-life on July 11, 2024.
The Ubiquity installer is now unmaintained as it has been replaced by
either the 'Ubuntu Desktop Installer' or 'Calamares' starting with the
Ubuntu 24.04 LTS release. So this bug report is being closed as
'Invalid' as the reported issue will not be fixed or investigated.
New bug reports relating to Ubuntu's installer should be reported
against the 'ubuntu-desktop-provision' project or the 'calamares'
package.

on initial setup an error occurred. I flashed 2 of the same sd cards
with the same Ubuntu boot drives boot drive and both failed at the
same time
