Answer to the last question is: I don't know.

The Ubuntu base installs are as minimal as possible; the downloaded
tar.gz file is about 30 MB or so. It's run in a chroot according to the
test case at
https://iso.qa.ubuntu.com/qatracker/milestones/468/builds/338642/testcases/1318/results.
The host system is Ubuntu 24.04 RISC-V preinstalled server running in
QEMU/KVM (on Ubuntu 24.04.3 amd64 hardware).

If I were to guess, I would say that the QEMU/KVM host system is running
the RVA23 extension set, but that's a pure guess and someone else would
need to provide a definitive answer.


Further note: the 20250821 version tests successfully. Running apt upgrade on that one and then attempting to run apt again results in the same error.
