Can confirm - did fresh install yesterday and ran into this same
problem.
This appears even worse than bug 2110346, because there are absolutely
no *cnf* lists in the /var/lib/apt/lists directory.
Running sudo apt update doesn't change the symptoms. Even threw in a
reboot just in case something needed to be reinitialized after the
update.

Bug description:
This might be a duplicate of bug 2110346, but I don't remember seeing
this message before.
When attempting to run any command for packages which aren't installed
on Questing I get the following error message:
$ example
Could not find command-not-found database. Run 'sudo apt update' to populate it.
example: fant ikke kommando
`apt update` doesn't seem to change anything.
