Yes that makes sense @juliank, but why does this persist after the
upgrade?

It seems once the upgrade is complete, this delay should be reset (which
does not appear to happen.)

Bug description:
  I reported this issue back in focal (bug #1980679), and after
  upgrading to jammy the same issue came up again and indeed I see in
  /usr/lib/systemd/logind.conf.d/unattended-upgrades-logind-
  maxdelay.conf

  InhibitDelayMaxSec=30

  Why would this be set to such an unreasonable delay by default?
