[Bug 2134379] [NEW] remove sip4 for resolute

Public bug reported:

Sip4 currently fails to build in resolute [1] and it was already removed
in debian unstable [2]. We should be remove the package in resolute as
well. It only has software-properties-qt as a reverse dependency:

$ reverse-depends src:sip4
Reverse-Depends
===============
* software-properties-qt        (for python3-sip)

$ reverse-depends -a source src:sip4 
No reverse dependencies found

I applied the patch to software-properties-qt from debian that removes
the dependency to sip4 and it build fine in a ppa [3] and the
autopkgtest pass too [4].
