[Bug 2134444] [NEW] Add command to reset snaps to track the recommend series

Public bug reported:

I believe ubuntu-release-upgrader resets seeded snaps to the intended
tracks when upgrading from one major Ubuntu release to another. I think
it would be helpful if there was a command I could run to do this at any
time.
