I can confirm this and is happening on Ubuntu 26.04 LTS (Development Branch) too.
After clicking on Restart once the Update Manager finished, the system won't reboot.

Title:
  Update-Manager Restart no longer works.....

Status in update-manager package in Ubuntu:
  Confirmed

Bug description:
Lately (the last several months, I estimate), when there is a kernel
update, and update-manager wants to restart, if I select the restart
(even with a few things running) it will not restart. If I go to the
upper right-hand corner of the gnome screen and select power->
restart, it works. I didn't use to have to do this, and it is a
  little annoying.
