  Support for riscv64 grub dropped

Bug description:
  ubuntu-image is actively used for riscv64 targets by silicon partners.

  Commit 069af786721b ("i/statemachine: Rework updateBootloader into
  setupBootloader") created function grubTargetFromArch() that does not
  foresee the riscv64 archtitecture.

  This results in:

  [19] setup_bootloader
  duration: 107.345µs
  Error: no valid efi target for the provided architecture
  make: *** [Makefile:75: image-debug] Error 1

  Please, add the missing riscv64-efi target and add a riscv64 use case
  to the CI.
