Public bug reported:
While working on packaging paperboy, we noticed a difference between the
Ubuntu version and the Debian version of rustc.
Debian installs to target/release/, whereas Ubuntu installs to
target/<<architecture>>/release/, which creates building inconsistencies
and certainly causes builds to be irreproducible between Debian and
Ubuntu.
