Bug description:
  I've reported this on the coreutils github site
  (https://github.com/uutils/coreutils/issues/9635), but it strikes me
  that his could cause problems for various scripts moving files around,
  so I'm reporting it here to.

  if root mvs an entry between file systems then the resulting object is
  owned by root, even if it was originally owned by a non-root account.

  This includes making the file setuid root if the original files was
  setuid to a different account.
